Politicians’ Scenarios

Have you ever noticed on the news that politicians, when explaining a situation, use as an example a scenario that has no relevance? Our mayor gave a speech and he said, “Imagine our society as a person. You have a rope, you have a wall, but you don’t have the ground to start on.” What? I didn’t get it either.
