I’m sick of paying $5 for a massive bag of chips and opening it to find that it’s less than half full.

There's a utilitarian reason for this. if they don't make two thirds of the chip bag air than the chips get crushed way to easily via simple friction and contact. It's not an attempt to gyp you out of your precious food, It's so you have full sized chips.
They sell chips by weight....
It’s so they don’t get crushed in the delivery trucks.
